Commissioner Meyers indicated this item is different than other competitive bids on this Agenda. The other bids list the cost, the name of the firm the County is looking to do business with and supporting documentation. Commissioner cannot vote on this item without this information.
Bridgette Smith-Lawson, County Attorney explained her office is here to facilitate whatever agreement the court agrees to and is not in a position to make statements or provide clarification regarding the bidding process and vendors, etc.
Judge George stated this item states it is an Interim Services Agreement to develop the Fort Bend County Information Technology Building Project and is about developing a plan and not hiring a contractor.
Commissioner Prestage stated a name of the firm the County will negotiate with should be on the Agenda. Commissioner stated the name of the firms are America’s Holdings and Stonehenge. The Committee, which is comprised of Judge George and himself had some discussions with the firms. This process is similar to the EpiCenter in which the Interim Services Agreement comes first. There will be a scope for the cost and location and will be answered in the Interim study.
Commissioner Morales indicated this agreement is to have an assessment to determine if this project is a viable project going forward.
Marcus Spencer, Assistant County Attorney stated he removed the name of the firm from the Agenda, because the granting of the exemption is to establish if it is a personal or professional service. It is not dependent on the actual vendor like the sole source vendors you see on the Agenda.
Commissioner Meyers stated “For The Record” if the name of the firm will not be mentioned, he will vote no.
Commissioner McCoy indicated the reason for going with this exemption today is there is a pressing need for a new IT building and this will help the County get there and save taxpayer dollars.
Ed Sturdivant, County Auditor stated by using the escalation of costs and interest rates, if the County moves quickly with whatever model, would be advantageous. |

Commissioner Meyers asked to clarify the reason the name of the vendor and cost are cited in this item.
Marcus Spencer, Assistant County Attorney clarified the reason the vendor and cost are cited in the agenda item is because they are the sole source of the service. Mr. Spencer indicated it is premature to name a source when you are just designating a service as a professional service and avoiding going through the full competitive bidding process. |
