Public Comments regarding the Agenda and Announcements.
No public comments.
  Greg Babst, Office of Emergency Management Interim Manager, gave an update on the inclement weather. Currently, there is a wind advisory, tornado watch, severe thunderstorm warnings and a flood advisory. The river flooding gauge at Brazos Sugar Land River and Brazos Richmond are very low and currently are not in effect. The public can find up-to-date information on the OEM Social Media and the National Weather Service Broadcasting.

Sincere condolences go out to the Behrana family for the loss of Mehelli Behrana, father of Judge Sonia Rash, Fort Bend County Justice of the Peace, Precinct 3.

There will be a celebration tomorrow at the Historic Courthouse from 11:00 a.m. – 12:30 p.m. for the Fort Bend County Lunar New Year. There will be refreshments and recognition of various community members.

On Friday, January 27, 10:00 a.m. – 11:00 a.m., red sand art will be installed around the courthouse. The Red Sand Project raises awareness for human trafficking throughout this month.

On January 31, there will be a human trafficking virtual panel discussion about Fort Bend County’s ongoing fight against human trafficking. Human Resources will send flyers on how to participate.

Ryan Dunsmore, Project Manager for the County Judge’s Office announced the Community Shoutouts.

Judge Mary Ward's daughter shared a few words about her mother who is retiring. The three best qualities about her mother are her Determination, Perseverance and Dedication in getting things done.

Curtis Brown, Frontline Forces Foundation, also shared a few words about Judge Ward.
Judge Mary Ward is a founder of Frontline Forces Foundation, which helps active duty military who are struggling. Mr. Brown stated it is difficult to see Judge Ward leave, because he sees wisdom stepping down.

Tami Frazier, Communications Director for the Office of the County Judge presented a Proclamation, on behalf of Commissioners Court in recognition of Judge Mary Ward for her dedicated service to the residents of Fort Bend County. Judge Mary Ward was the first female Mayor of Mount Zion City in Carroll County, Georgia. She was one of the first female detectives in Fort Bend County who served as a lieutenant of the Department of Criminal Justice. Judge Ward was appointed by former Governor Ann Richards to open the first drug and alcohol rehabilitation facilities in the prison systems in the state of Texas and served as Fort Bend County Precinct 1, Place 2 Justice of the Peace for three terms. She served as an active member of the VFW Post 3903 auxiliary, is a life member of the Fort Bend County Fair Association, serves in the Rosenberg Lyons Club and many other areas in the community.

Judge Mary Ward shared a few words with the court. She has seen politics from the very top and knows what it’s like to be involved. Judge Ward wanted everyone to know just because she is retiring, it doesn’t mean she stops. She is available for anyone who may need her.

Commissioner Meyers introduced his new staff member, Nikita Khambe. He also announced today is Janet and his 56th Wedding Anniversary.

  Jaime Kovar, Purchasing Agent stated the original agreement was approved by the court as a sole source exemption for the subscription and services for year one. This item is for year two through five.

Ed Sturdivant, County Auditor explained this software is for managing the County’s jail system and is under a lease agreement. It is likely the agreement began with a PO for the original one-year lease. The commitment of funds is from Debt Service because IT subscription base agreements are required to be treated as debt. In order to accomplish this, it is likely the goal was to do so from the Debt Service Fund in order to schedule out the debt service requirement.

Commissioner Prestage stated the court took a conscientious effort to take capital items and convert it to debt in order to free funds to use for Operations and Maintenance. This was a way to avoid the cap. This made sense to have a CIP budget without paying cash for it. This is one of those instances the County is changing things to debt, which was suggested by Bond Counsel.

Mr. Sturdivant explained the commitment under this agreement is to set up a funding source for a five-year period. The agreement still has terms which allow the court to suspend funding and continue the agreement.

  Commissioner Meyers explained his issue is by using Stonehenge for this item, it is then anticipated they would be building the building and leasing it back to the County. Commissioner would prefer someone who is independent and does not have a stake in the outcome.

Ed Sturdivant, County Auditor indicated the expectation of the Auditor’s office is the County will be billed by Stonehenge and the expenses which are billed will be reimbursable expenses that are incurred by the entity. This is similar to what was executed with the EpiCenter.
